Switching Instructions

Clear intent. A sequence built for your site.

Preparation and review of site-specific switching instructions for energisation, planned outages, maintenance and defined operating scenarios. Bring the task, plant references and review requirements together in a controlled document.

Outcomes & business value

Give each switching task a clear, reviewable basis.

Clarify the task

Define the intended outcome, initial conditions and interfaces so reviewers can assess the instruction against the actual work.

Improve consistency

Use agreed terminology, equipment references and document structure across instructions prepared for your site.

Keep changes traceable

Record the information used, review comments and revisions so the instruction can be reassessed when the plant or task changes.

Scope & typical deliverables

From a single instruction to a maintained library.

We agree the tasks, document format and review responsibilities before drafting. The scope can cover new instructions, review of existing documents or a defined set of operating scenarios.

Confirm the task and operating basis

Define the purpose, equipment boundaries, starting assumptions and intended final condition. Agree the outage, maintenance or energisation context and the interfaces that require coordination.

Review drawings and site information

Review single-line diagrams, equipment identification, relevant manuals, site rules and network requirements. Identify missing or conflicting information for resolution before the document is finalised.

Prepare the draft instruction

Develop the instruction in the agreed site format, with the task sequence, references, checks, hold points and communication requirements appropriate to the defined scope.

Coordinate technical and operational review

Work through the draft with the nominated reviewers and site operations team. Track comments, assumptions and outstanding matters through the agreed checking and approval process.

Issue controlled documents

Provide the agreed document set with clear revision and approval status. Where a library is included, establish an index and identify the conditions and changes that trigger review.

What you receive

A coordinated set of documents and implementation actions.

Agreed at scoping: site verification, additional engineering studies, training and implementation support can be included where required.

Approval and use: the asset owner or operator retains responsibility for site approval, authorised personnel and confirmation of actual plant conditions before use. Document preparation and technical review support that process.

Engagement options

Choose the starting point for your site.

01 / Engagement option

Write a new instruction

Prepare an instruction for an agreed energisation, maintenance, outage or operating task.

02 / Engagement option

Review existing instructions

Check the document basis, references and structure, then resolve the agreed review findings.

03 / Engagement option

Build or update a library

Develop a consistent set for routine tasks and defined fault or ad-hoc scenarios, with clear review triggers.

Our approach

A structured path from scope to handover.

Agree the task and responsibilities

Confirm the purpose, instruction set, delivery priorities and nominated site contacts. Establish who prepares, checks and approves each document.

Establish the information basis

Collect the relevant drawings, plant details, site procedures and existing instructions. Agree how information gaps and any required site verification will be addressed.

Prepare the instruction set

Write the documents in the agreed format using the confirmed task boundaries and site requirements. Make assumptions and matters needing review visible.

Resolve technical and operational comments

Coordinate the agreed review with relevant stakeholders. Update the draft and record unresolved items and approval status.

Issue and maintain the documents

Provide the controlled files and any agreed library register. Confirm the owner of future revisions and the events that should trigger reassessment.

Published project experience

Toll
Ship-to-shore power

Electrical Safety Management System

Supporting energisation and maintenance of a new HV connection.

For Toll’s ship-to-shore power project, Thomson Bridge worked with marine engineers to develop HV safe-access procedures and switching instructions for energisation and maintenance. The work included scenario-based training and considered the Victorian and Tasmanian network interfaces.

FAQ's

Before you scope the work.

What information do you need to write an instruction?

Relevant single-line diagrams, equipment identifiers and manuals, current site rules and procedures, the intended task, plant configuration and existing instructions where available. We also need the nominated operational contacts and checking and approval requirements.

Yes. We can prepare or review instructions in your site format and agree any changes needed to make the purpose, references, review status and sequence clear.

Yes. A review can be scoped around the supplied draft and supporting information. We agree the review boundaries, how comments will be resolved and who retains final site approval.

Yes. A library can cover agreed routine tasks and defined fault or ad-hoc scenarios. Each instruction needs a clear operating basis and must be checked for suitability against the actual conditions before use.

That depends on the quality and currency of the available information and the task. We identify whether equipment identification, drawing verification or an operational walkthrough is needed during scoping.

No. The site’s approval, personnel authorisation and pre-use verification requirements still apply. The instruction must be suitable for the actual plant condition and task at the time it is used.

Review it when equipment, diagrams, procedures, supply arrangements or task requirements change, and when feedback identifies an issue. Library instructions also need a nominated owner and an agreed review process.
